    reflective outerwear cannot be mandatory and/or punitive IAW ALARACT 381/2011 (para 3.G.2) or AR 385-10. It can only be highly encouraged.

    Maybe they are just showing that the reflective belt is not an authorized alternative to wearing brightly-colored clothing and that having a bag on your bag that is not brightly-colored is not ok?
